But if Labour is voted out, those draconian measures will be deployed against them, right?

Well, one reason is money. The whole disinformation industrial complex mushroomed because it was a limitless money spigot.

Edit to add: did you read the whole article? I thought it explained pretty well. These people are in it not only for ideology reasons, but to advance their political and career ambitions in the Labour Party.

Yes, but my question is why the Labour Party? What is it about THEM / their policies that is attractive to these people?

Someone say that liberals are more propagandizable. That's a matter of opinion. I think it's very plausible that the party in power has more money available so attracts more grifters.

Just reading the headline, I guessed this was going to be about CCDH. Bingo!
